The Taiwan Creative Content Agency (TAICCA) and Federation Studios have officially announced a landmark partnership at Series Mania in Lille, reinforcing their commitment to fostering cross-border content collaborations between Asia and Europe.
This strategic alliance aims to create a fast-track platform for creators, producers, investors, and distributors, ensuring enhanced market access in both regions. By integrating expertise, resources, and industry networks, the partnership will serve as a springboard for co-productions, ultimately strengthening the global distribution landscape for high-quality content.
Strengthening Taiwan’s Global Creative Presence
TAICCA, established in June 2019 under the Ministry of Culture, is a dedicated professional intermediary organisation working to accelerate the growth of Taiwan’s creative industries. Spanning film, television, publishing, pop music, animation, comics, and gaming (ACG), TAICCA has played a pivotal role in fostering international collaborations and promoting Taiwan’s cultural and creative industries on the global stage.
Federation Studios, founded by Pascal Breton and co-led by Lionel Uzan and Marco Chimenz, has rapidly emerged as a leading European studio. With a strong focus on original productions, it specialises in content creation, financing, and global distribution. The group represents 35 production companies across Paris, Los Angeles, Rome, Madrid, London, Berlin, Cologne, and Tel Aviv. By 2025, Federation Studios is set to deliver 40 series and 31 films, solidifying its reputation as a powerhouse in international storytelling.
Enhancing Co-Production and Distribution Networks

The signing was witnessed by Jérémie Kessler, European and International Affairs Director from CNC (Centre national du cinéma et de l’image animée) and Laurence Herszberg, General Director of Séries Mania.
Through this agreement, both organisations aim to:

Collaborate on training initiatives, including script development and production workshops.
-
Encourage investment opportunities for international content creators and distributors.
A New Era of Creative Exchange
The Bureau Français de Taipei’s Director, Franck Paris, praised the alliance, recognising its potential to strengthen ties between Taiwan and France while reinforcing the importance of Euro-Asia distribution networks.
TAICCA Chairperson Homme Tsai highlighted the significance of this partnership in optimising resource exchange between Taiwan and Europe, ultimately boosting Taiwan’s creative industry potential in the global marketplace.
Meanwhile, Pascal Breton, President of Federation Studios, expressed his enthusiasm, calling the agreement “a fantastic opportunity” to develop films and series co-produced in Taiwan. He further noted: “Taiwanese professionals bring exceptional expertise in technological innovation and creativity within the audiovisual industry. Their contributions will be a major asset, and we look forward to combining their strengths with Federation’s global talent and know-how. This marks our first formal agreement in Asia, complementing our expanding international development in Europe, the US, Latin America, and Africa.”
