Strategic Advantages and Growing Market Appeal
Strategically located at the crossroads of three continents, Saudi Arabia leverages its strong economic connections with Asia to establish itself as a premier global tourism destination. In 2023, the Kingdom welcomed over 20.9 million visitors from Asia, who collectively spent $25.7 billion. This surge in visitors underscores the growing confidence in Saudi Arabia’s tourism potential and the promising investment opportunities it offers. The increase in tourism receipts reflects the rising demand for Saudi Arabia as a culturally rich and diverse destination.
Tourism Investment Enablers Program
To build on this momentum, Saudi Arabia has introduced the Tourism Investment Enablers Program (TIEP), which includes the Hospitality Investment Enablers (HIE) initiative as a central component. The HIE aims to substantially increase accommodation capacity in key tourism areas, with private investments expected to reach up to $11 billion and a projected annual GDP boost of $4.3 billion by 2030. Additionally, the initiative is set to generate 120,000 new jobs, aligning with Saudi Arabia’s broader economic diversification objectives.
Incentives under the HIE include corporate tax exemptions, VAT reductions, and favorable access to government-owned land. These measures are designed to facilitate and encourage investment, making the Kingdom’s tourism sector more accessible and attractive to global investors.

A standout feature of Saudi Arabia’s presentation at IHIF Asia was the panel discussion titled “Invest, Enable, Prosper: Empowering Tourism Destinations.”Mr. Tareq Al-Shaghrood, General Manager of Investment Planning & Attraction at the Saudi Ministry of Tourism, spearheaded the conversation, detailing Saudi Arabia’s strategic vision for building a premier tourism destination. “Saudi Arabia is committed to providing a wide range of tourism experiences, from rich cultural heritage and adventurous activities to high-end luxury and eco-friendly options. Our comprehensive incentive programme is designed to support investors and foster collaborative success,” explained Al-Shaghrood.
Outstanding International Tourism Performance
Saudi Arabia’s international tourism performance in 2023 was remarkable, with the country climbing to 14th place worldwide in terms of visitor arrivals, an impressive leap of 11 spots since 2019. Additionally, the Kingdom secured 12th place globally for international tourism revenue, advancing 15 positions compared to its 2019 ranking. According to the UN Tourism Barometer (May 2024), Saudi Arabia was the top-performing large tourism destination in terms of growth rate for international arrivals and tourism receipts compared to pre-pandemic levels.
